Short-Changed

For some reason, we (the girlfriend and I) have recently been the victim of a waiter/waitress game with my change: if it's under fifty cents or so, they keep it and just bring us the bills that make up our change.

The big question: why? Do they think we won't notice? Do they think they can inflate their tip this way? Can anyone who used to be a waitperson answer this question for me?

Needless to say, their tip ends up being reduced not only by the amount they pocketed, but then rounded down to the nearest dollar.

One of these days, we're going to confront a server about this...more to satisfy my curiosity than anything else.
